What
is the HUBZone Empowerment Contracting Program?
HUBZone is an acronym
for Historically Underutilized Business Zone. The purpose
of the HUBZone Empowerment Contracting Program is to stimulate
economic development, and create jobs in targeted urban and
rural areas by providing Federal contracting preferences
to small businesses.
Why should I do
business with a HUBZone certified business?
As of October 1, 2000, all Federal agencies and large
government contractors must meet certain
HUBZone program requirements.
What
are the HUBZone requirements?
The Small Business
Reauthorization Act of
1997 increased the overall
government wide procurement
goal for small business
from 20% to 23%. The
statute set the goal
for HUBZone contracts
as follows: 1999 - 1%;
2000 - 1 ½ %;
2001 - 2%; 2002 - 2 ½ %;
2003 and each year thereafter
- 3%.
What
is the order of precedence
between the HUBZone & 8(a)
Business Devlopment Programs?
As of October 10,
2001, the SBA established
that HUBZone and
8(a) programs have
parity in order of
precedence. This
parity means that
contracting officers
are free to use their
own judgment as to
which program is
most appropriate.
